<p>Anyone coming to Costa Rica  today should realize that there have been two big changes this year. For  over thirty years the various governments have been promising a new  highway from San Jose to the Central Pacific. Under the administration  of President Oscar Arias, the highway was finally completed. It is now  possible to drive from San Jose to the Costa Rican beach town of Jaco in  an hour.</p>
<p>In the past, for many surf travelers exploring the  Central Pacific coast of Costa Rica, the end of the road was Manuel  Antonio National Park. To explore further south along the coastal road  meant the possibility of river crossings and a four wheel drive vehicle  was required. Over the past year, the road crews worked hard to complete  the paved road between Manuel Antonio and Dominical. In April, the  highway was finished and it is now possible to drive between the two  towns in only half an hour without seeing a pothole.</p>
<p>To the  traveling surfer this is like saying to a child &#8220;have as much candy as  you like&#8221;. It is now possible to wake up in the morning surf in Playa  Hermosa, throw the boards on the roof after a few sets, head down the  coast to Playa Esterillos for a few sweet rides and then head further  south to Dominical for some afternoon surf.</p>
<p>And if you wanted to push  things and the tides were right, it would be possible with an early  sunrise start at Playa Hermosa, to hit all of the beaches just mentioned  and then continue south to Playa Pavones for some surf until sunset.</p>
<p>The  experienced surfer to Costa Rica is now saying &#8220;impossible&#8221;. Well here  is more good news, the old ferry that was required to get to Pavones has  been replaced by a brand new bridge. It is now possible to drive from  Playa Dominical to Playa Pavones in three hours. That means one of the  longest &#8220;left&#8221; point surf breaks in the world is at your fingertips. <p><em>Government expects the feasibility study results will be ready in November this year</em></p>
<p>For 12 years the idea that the government build a convention center for exhibitions and conferences, has been going around from one government to another.</p>
<p>However, that stale smell this administration wants to remove it , specifically the Minister of Tourism, Carlos Ricardo Benavides , who is determined to make it a priority investment .</p>
<p>In his words, the foreign firm hired to do a feasibility study (which will determine the size , model and costs ) shall submit its final report in three months .</p>
<p>It is The Innovation Group , a U.S. company dedicated, among other things, the preparation of feasibility studies , project evaluation and master plans .</p>
<p>As this occurs , the working committee formed to revive the initiative and throw to walk settlement of financial instruments for which the work will be developed .</p>
<p>The commission, Benavides said , is composed of representatives of the ICT , the Association of Professional Organizers Conference in Costa Rica ( ADOC) , the Costa Rican Chamber of Hotels , the National Chamber of Tourism and Convention Bureau <a href="http://www.coztarica.com/">Costa Rica</a>.</p>
<p>It has been theorized , &#8220;said the chief , to create a trust that can meet the construction and subsequent operation of the convention center.</p>
<p>While sources did not mention amounts , EF apparently knew that resources are estimated at about $ 45 million.</p>
<p>Transfer of land</p>
<p>Where would place the convention center ? For in the same place where it was defined since 2002 : in the land of the Integral Program of Agricultural Marketing (PIMA ) in Barreal de Heredia.</p>
<p>There, PIMA has a property of 40 hectares of which would yield eight, although the final size would be defined in the feasibility study .</p>
<p>PIMA manager , Gustavo Ulate, said he has had several meetings with the ICT to discuss this initiative and appreciate the legal details .</p>
<p>Both sides will sign an agreement in which PIMA cede the field for a defined period but remained as its owner.</p>
<p>&#8221; In recent days , the ICT we requested a hearing to present the project. The next step is drafting the document , the negotiation and signing later , &#8220;said Ulate.</p>
<p>The official acknowledged that the property is in a strategic and high value because of its proximity to the international airport , industrial parks , hotels and corporate centers.</p>
<p>Enough features to attract tourism and convention business , said Gustavo Araya , president of the board of the Hotel Ramada Plaza Herradura, one of the few hotels that has room for development of congresses and fairs.</p>
<p>To Araya , who has a state plan to build the convention center is a positive signal to increase the number of travelers to the country .</p>
<p>Indeed , apart from the Ramada , other hotels and located in Torre Geko , Plaza Real Cariari and can accommodate up to 3,500 people , Costa Rica does not have a meeting point for international activities.<br />
There have been proposals only on paper. For example, Costa Rica Fair Trade Fair that was built in the Spanish firm Heredia Feria de Valencia , which announced an investment of $ 250 million in 2007 .</p>
<p>Feria de Valencia showed interest in investing here since signing an agreement with the Chamber of Exporters ( CADEXCO ) to promote business between Europe and Costa Rica.</p>
<p>In 2009 , following the crisis , the initiative was postponed only to rearrange the agenda of investment partners and with the understanding that construction would begin in July 2010.</p>
<p>But no such thing happened. EF tried to talk to Roberto Esquivel , a partner at Alta Group, a firm in charge of their development, but did not return calls. In addition, the numbers listed on the site web signature belongs to others , according to the service 113.</p>
<p>Neither were able to confirm the opinion of Monica Araya , president of the CADEXCO Fair and vice president of Costa Rica , who in January said that the good conditions offered Panama , the project in danger of going to this country.</p>

<p>&#8220;We determined that there is a rapid process of environmental degradation by housing developments and resorts that are being installed in the area. There are many , so we had to intervene heavily , &#8220;said José Lino Chaves , president of the TAA.</p>
<p>There are currently pending projects totaling about 300 hectares, which in the opinion of Chaves is a bottleneck for nature and a strong threat to the biological corridor of the Fila Costena , which is disappearing.</p>
<p>&#8220;Undoubtedly , we could say that Osa is one of the most dangerous areas and degradation of the country is a treasure in grave danger, &#8221; warned the environmental authority .</p>
<p>The environmental scanning field trips are four days in which the TAA verifies specific complaints , so the number of 60 open cases may fall short in relation to the true reality of the place , says Chaves.<br />

<p>San Isidro is Southern Costa Rica&#8217;s largest town and known as the  fastest growing town in Central America. Located 130km southeast of the  country&#8217;s capital San Jose, it will take you approximately 3 hours  driving through the breath taking views of the scenic mountains and  valleys. <p>It  is a relaxed friendly laid-back town on the Pan-American Highway at the  base of the Talamanca Mountains in the Valley de El General with an  altitude of almost 2,000 feet or 600 meters. At this altitude the  climate is cooler during the days and can be even a little chilly at  night compared to the coastal temperatures only 45 minutes drive away.</p>

<p>The impressive Cordillera  Talamanca towers over this region with it&#8217;s highest point the Mount  Chirripó can easily be seen from San Isidro, which is the highest peak  in Costa Rica at 12,330 ft or 3,758m. This is a popular hike in the  Chirripó National Park that is only suitable for the fit and well  prepared. It is a steep and long climb with dramatic changes in  temperatures, at this elevation the mercury can drop to below freezing  especially at nights. <p>Randall Murillo , executive director of the Costa Rican Chamber of Construction ( CCC ) reported that the sector continues to fall , but at a slower pace , for whereas in 2009 the fall was close to 35 %, to July this year was around 11.07% . &#8220;If the trend continues , we would expect that by the end of the year we have a very small or even drop you from falling , &#8220;said Murillo.</p>
<p>However, positive numbers could be shown until the second half of 2011 .</p>
